Fuyun Subdistrict has conscientiously implemented the provincial Party committee and provincial government’s strategic deployment for achieving dual success—both in epidemic control and economic development—closely aligning with the county Party committee’s central tasks. In accordance with the requirements of the “Three Services” initiative (serving enterprises, serving projects, and serving the public), the subdistrict prioritizes grassroots-level service delivery to effectively advance project resumption, community-based social governance, and assistance to low-income rural households.
1. “Entry into Projects” to Accelerate Resumption of Work and Production
Upholding the principle of “projects first,” Fuyun Subdistrict has prioritized project-driven development. Since resuming work and production, leadership teams have taken direct responsibility for key initiatives, actively promoting the restart of construction projects. The subdistrict completed land acquisition and signing for the Xinyun Toy Experimental Factory project; conducted preliminary surveys for Phase III of the Daqing Temple renovation project; advanced land requisition for the wastewater treatment and clean discharge technology upgrade project; and ensured timely resumption of major projects including the Chengdong Kindergarten, Yunzhang Residential Community wastewater treatment project, Jucun land development project, Zhuangqian Rural Land Consolidation Project (allocated land) resettlement community, and Zhuangqian High-Standard Farmland project. A total of 421 enterprises (including individual businesses) and over 4,500 individuals received approval for resuming operations—contributing significantly to the county-wide resumption effort.
2. “Entry into Communities” to Strengthen Grassroots Governance
Leveraging the “Respond Immediately Upon Receiving a Call” mechanism—where employed Party members and officials report to their local communities—the subdistrict launched the “Community Collaboration & Micro-Governance” initiative. Under the leadership of Community “Grand Working Committees,” services are delivered via a “community-initiated request → official-assigned response” model, reinforcing community governance and service capacity. Through the “micro-grid management + zoned responsibility” system, the subdistrict fully mobilizes resources—including employed Party members and officials, community organizations, enthusiastic residents, and volunteers—to deliver integrated, collaborative services. A total of 2,088 employed Party members and officials participated in policy promotion, dispute mediation, civic conduct guidance, environmental improvement, and security patrols—enhancing resident engagement in community governance, resolving practical difficulties faced by local residents and enterprises, and fostering a community governance model built on joint consultation, co-construction, and shared benefits.
3. “Entry into Villages and Groups” to Advance Poverty Alleviation
This year marks the decisive year for China’s poverty alleviation campaign. Fuyun Subdistrict has vigorously implemented its Low-Income Household Income Doubling Plan and launched a comprehensive household visitation program targeting low-income rural families. Each village (or shareholding economic cooperative) formed an outreach team comprising liaison leaders, resident cadres, and village officials to conduct door-to-door visits and field investigations covering all registered low-income households. Based on each household’s unique circumstances, tailored assistance measures were proposed. Outreach efforts also emphasized industrial support policies to foster self-sustaining development (“empowering aspirations and building capacity”), guiding low-income households toward embracing hard work and self-reliance—and eliminating passive mindsets of waiting, relying, or begging for aid.
